Pan-European Personal Pension Product (“PEPP”)


A Pan-European Personal Pension Product (“PEPP”), is a voluntary personal pension scheme that complements existing public and occupational pension systems, as well as national private pension schemes.  PEPPs are regulated by Regulation (EU) 2019/1238 of the European Parliament and of the Council of 20 June 2019 (the “PEPP Regulation”).

The Minister of Finance, exercising the powers granted to him by sections 12, 47 and 57 of the PEPP Regulation, has issued Decree 168/2023 to regulate certain issues that arise from the implementation of the PEPP Regulation.

According to the provisions of Article 6 of the PEPP Regulation, a broad range of financial providers such as credit institutions, insurance companies, asset managers, certain investment firms and certain occupational pension funds can offer PEPPs across the EU.  These financial undertakings are required to submit an application for registration of a PEPP to their competent authorities.

The Minister of Finance, in implementing the PEPP Regulation, has designated the Central Bank of Cyprus (the “CBC”) as the competent authority for credit institutions (R.A.A. 167/2023). Τherefore, credit institutions that are incorporated in the Republic of Cyprus pursuant to the provisions of the Companies Law, which maintain their head office in the Republic, may apply to the CBC for registration of a PEPP.

The CBC has fully adopted the provisions of the PEPP Regulation on the information to be provided for the registration of a PEPP and, therefore, requests that applications for registration of a PEPP are submitted using the below Application Form.
